The aim of the EELK Haljala St. Mauritius Parish Churchyard Maintenance Plan is to ensure the preservation of the heritage and nature conservation values of the historic burial ground.1 The proposals have taken into account the parish's wish to transform the churchyard into a cemetery park in the future, which, as a multi-layered cultural heritage object, will form a regional center of environmental value that speaks of the history of the Haljala parish.
The maintenance plan was prepared by Katri Dremljuga-Grüner, Jaanika Meltsas, Annabel Mett, Liina-Kai Raivet and Ingrid Sembach-Hõbemägi from the Estonian University of Life Sciences. Supervised by Associate Professor PhD Mari Nõmmela.
When preparing the maintenance plan, fieldwork was carried out (2.07.–3.07. 2022, 5.11. and 30.11. 2022), the values and problems of the churchyard were mapped, grave markers and woody plants were inventoried. Background information was received from the caretaker teacher of St. Mauritius Parish, Urmas Karileed, the chairman of the parish board, Margus Punas, and history teacher Egon Metsa, additional data was collected from archival, literary and internet sources.
The maintenance plan consists of an explanatory memorandum and appendices. The explanatory memorandum provides a general description of the composition of the historical burial ground, highlights the problems of the current situation and presents maintenance proposals together with a recommended action plan for the years 2023–2028. The proposals chapter discusses the grave markers in the Haljala churchyard, which should be restored as an object of cultural or environmental value from the point of view of preserving Estonian cemetery culture. It is also recommended to preserve, if possible, the native trees in the churchyard that enhance the cemetery park.
The maintenance plan was prepared as a research and development project (no. 1-17.PK/6) in collaboration with the Haljala St. Mauritius Parish of the Estonian Evangelical Lutheran Church and the Estonian University of Life Sciences.

As a result, the activities arising from the maintenance of Kirikaia were completed in the recommended action plan for 2023–2028 in order of importance: class I, class II, class III.
